Replacing the panel in a Michigan house: the electrician, the inspector and the utility

Short answer

An electrical panel upgrade in Michigan involves three parties: a licensed electrician who does the work, the enforcing agency that inspects it, and your utility, which connects power only afterward. A panel replacement is not on the state's list of permit-free jobs, so plan for a permit and ask your city's electrical office to confirm. ElectricianMatch sends your request to one independent electrical company, and we do no electrical work.

What changes when a panel or service is upgraded

The panel is the box of breakers or fuses that divides the incoming power among your circuits. An upgrade replaces it, and sometimes the meter socket, mast and wires feeding it.

In Consumers Energy territory, an older 60-amp service means a new meter socket, and Consumers says a minimum 100-amp service and socket are required. Michigan law counts service entrance wiring as electrical wiring, so the work needs a licensed individual or, for a single family home you own and live in, the owner-occupant exemption in MCL 339.5737(3)(g). The panel upgrade check helps you decide what to ask.

Pricing a panel upgrade: wages and permit fees we can read

Our estimate for this job in Michigan is $1,450 to $2,250 per job. It is a model, not a quote, built from national published cost ranges and adjusted by Michigan's wage ratio to the US (1.03), with a typical permit fee added for the work.

The estimate above is modeled, not collected: we have not yet read prices that Michigan electrical companies publish. The permit rows below are charges for a service up to 200 amps: the first is the state's fee and the others are cities' fees. The panel upgrade cost guide covers what moves a quote.

How we estimate costs: the Estimated range row is a model, not a quote. It takes 2 published national ranges for this job (cost guides from third-party sites that we have not verified and do not cite) and multiplies them by Michigan's electrician wage ratio to the US (1.03, BLS May 2025) and adds a typical permit fee ($97). The wage and permit rows below are what electricians are paid and what the enforcing agency charges, and neither is a price. We have not collected quotes, and too few Michigan electrical companies publish a price we could count to show a range. Full method. Prices as of Oct 19, 2026.

Keep the panel you have, or replace it

We found no source for a Michigan age or brand rule on panels, so the question is better read from your own house. Consumers lists a warm outlet, fuses that blow often and flickering lights as reasons to call an electrician. In Detroit, 90.1 percent of homes were built before 1980, and in Flint 93.2 percent.

Usually a repair
  • An electrician finds the panel sound and the problem is one circuit.
Usually a replacement
  • The house still has a 60-amp service and you are upgrading it.
  • A new charger or heat pump will not fit.

Who does what: electrician first, utility last

The electrician installs the equipment on your side, the city or state inspector approves it, and then the utility arranges the connection. Michigan's rules say the enforcing agency must approve service equipment before the load side of the meter is energized. Consumers will not connect to an uninspected meter.

For Consumers, call 800-477-5050 and expect Form 1483 and a site sketch. For DTE, call 800-338-0178; DTE says upgraded residential service connections are installed as underground laterals at the customer's expense. Neither you nor your contractor may break the meter seals. Ask which steps are on the electrician's quote and which are the utility's separate charge.

The outdoor emergency disconnect Michigan adds

Michigan amends section 230.85 of the electrical code (R 408.30870): where service equipment is replaced on a one or two family dwelling, a disconnect must sit in a readily accessible outdoor location on or within sight of the home, marked "EMERGENCY DISCONNECT, SERVICE DISCONNECT". It does not apply when only the meter socket, the service entrance conductors or the raceways are replaced.

A quote for a panel swap may therefore include a second device on the exterior wall. Ask which code section requires it. Michigan's rule is the 2023 National Electrical Code as amended, and a rule update is open.

Incentives for panel work, as of Oct 19, 2026

By our reading of the IRS pages, the federal home improvement and clean energy credits ended for property placed in service after 2025. The state's home energy rebate page says new income-qualified applications are temporarily unavailable in the Detroit, Warren, Grand Rapids, Lansing and Kalamazoo districts. Ann Arbor's A2ZERO program lists up to $2,000 for a main panel of at least 200 amps or a sub-panel, with contractor installation required. Amounts and availability can change.

Panel problems that need action now

Call right away
  • Smoke, a burning smell or sparks at the panel: leave and call 911.
  • Water in or around the panel: stay out of it.
  • A storm has torn or scorched the meter socket or mast.
Can usually wait for a normal appointment
  • A breaker that trips once under load and then holds.

What to gather before you call

  1. Photograph the panel label with the cover on, and the meter from a few feet back.
  2. Note which circuits trip.
  3. List what you plan to add, such as a charger or heat pump.
  4. Do not open the panel or touch wiring.

Permit rules for replacing a panel in Michigan

No state page says in so many words that a panel upgrade needs a permit. The state's permit page says no one may alter or add to electrical conductors or equipment without one, and the permit-free list (R 408.30818) names things like replacing a switch, fuse or receptacle. A panel replacement is not on it.

A homeowner in a single family home they own and occupy may apply for the permit, and the inspection still applies. Enforcement is state, county or local by place, so ask your city's electrical office to confirm.

Ask for the license number and check it with your state's licensing board before any work starts.

A tool for this job

Do I need a panel upgrade?

Read the label on the panel, note the main breaker size, say what you have noticed and what you plan to add. You get a verdict, the Michigan permit and utility notes that go with it, and what to ask the electrician. It runs in your browser and asks for nothing. It cannot see inside your panel, and every rule it applies has a source behind it.

Questions people ask

Can a homeowner upgrade their own electrical panel in Michigan?

Only an owner-occupant of a single family home, and a permit and inspection still apply. The exemption in MCL 339.5737(3)(g) does not reach the utility's side.

Does a panel upgrade need a permit in Michigan?

It reads that way, so ask your city's electrical office to confirm. A panel replacement is not on the permit-free list, and the enforcing agency must approve service equipment before the meter is energized.

How much does a panel upgrade cost in Michigan?

Our estimate is $1,450 to $2,250 per job, with a typical permit fee of $97 included. It is modeled from national published cost ranges and adjusted for Michigan electrician wages, so use it to check a written quote and not as one. The table lists permit fees, which are the state's or a city's, and a wage.

Who connects the power after a panel upgrade?

The utility, after the inspection. DTE says the municipality inspects first, then DTE inspects the meter box.

What is the outdoor emergency disconnect Michigan requires?

A service disconnect on the outside of a one or two family home, marked for emergencies. Under R 408.30870 it is required where service equipment is replaced, not where only the meter socket or service conductors are.

Is there a rebate or tax credit for a panel upgrade in Michigan?

As of Oct 19, 2026, not a federal one, and the state program is partly paused. Ann Arbor lists its own panel rebate. Amounts can change.
